Stacey Silverberg

Stacey Silverberg is Vice President and Life Sciences Lead at Counsel Public Affairs, where she brings more than 30 years of pharmaceutical industry experience to helping clients navigate Canada’s complex healthcare, policy and market access environment.

Throughout her career, Stacey has worked at the intersection of patients, industry and government, with expertise spanning commercial strategy, government relations, public policy, patient engagement and advocacy, market access, public and private reimbursement and stakeholder relations. She began her pharmaceutical career with Eli Lilly Canada on the commercial side of the business, gaining a strong understanding of the pharmaceutical business model and the commercial realities of bringing medicines to market. She subsequently moved into market access and reimbursement leadership roles, including managing payer reimbursement in Ontario and private payer reimbursement nationally.

Stacey spent more than a decade with Johnson & Johnson Innovative Medicine in leadership roles spanning government relations, patient engagement, advocacy and stakeholder relations. During her tenure, she worked with governments, healthcare stakeholders, patient organizations and industry partners across Canada to address complex policy and access challenges and advance access to innovative medicines.

Stacey has also been an active leader within Innovative Medicines Canada, contributing to policy discussions and advocacy efforts on issues affecting the pharmaceutical sector and Canadians’ access to innovative medicines. She served as Co-Chair of the Joint Oncology Project Team, and Chair of the Stakeholder Engagement Operational Team at Innovative Medicines Canada. Her industry leadership was recognized with the 2022 Innovative Medicines Canada Value of Industry Champion Award. She also represented Canada on Johnson & Johnson’s Global Patient Advocacy Council.

Leadership and community advocacy have been an important part of Stacey’s career. She served for more than a decade on the leadership team and Board of Directors of Temple Har Zion in Thornhill, including two years as President, providing strategic and operational leadership to a 550-family community. She also led a successful advocacy and government relations effort to preserve the Arts @ Baythorn integrated arts program at Baythorn Public School.

At Counsel, Stacey leads the Life Sciences practice, bringing a first-hand industry perspective to clients navigating government relations, healthcare policy, market access and stakeholder issues. Her broad pharmaceutical experience allows her to understand issues from both a commercial and public affairs perspective, helping clients develop practical strategies that advance their business objectives while creating meaningful outcomes for patients and the healthcare system.
