Counsel Public Affairs is pleased to welcome Stacey Silverberg as Vice President and Life Sciences Lead, based in Toronto.
Stacey brings more than 30 years of pharmaceutical industry experience spanning commercial strategy, government relations, public policy, patient engagement and advocacy, market access, reimbursement, and stakeholder relations. Her extensive experience across the sector gives her a unique understanding of the complex healthcare, policy, and market access environment facing life sciences organizations in Canada.
She joins Counsel following more than a decade with Johnson & Johnson Innovative Medicine, where she held leadership roles across government relations, patient engagement, advocacy, and stakeholder relations. During her tenure, Stacey worked closely with governments, healthcare stakeholders, patient organizations, and industry partners across Canada to address complex policy and access challenges and advance access to innovative medicines.

Throughout her career, Stacey has played an active leadership role within Innovative Medicines Canada, contributing to policy discussions and advocacy efforts affecting the pharmaceutical sector and Canadians’ access to innovative medicines. She served as Co-Chair of the Joint Oncology Project Team and Chair of the Stakeholder Engagement Operational Team, and received the 2022 Innovative Medicines Canada Value of Industry Champion Award.
At Counsel, Stacey leads the Life Sciences practice, bringing a first-hand industry perspective to clients navigating government relations, healthcare policy, market access, and stakeholder issues. Her breadth of experience allows her to connect commercial realities with public affairs strategy and develop practical approaches that advance client objectives while delivering meaningful outcomes for patients and Canada’s healthcare system.
