Felix Burns has been promoted to Senior Account Director at Counsel Public Affairs, based in Toronto.

Specializing in legislative affairs and issues management, Felix’s experience across senior roles in Ontario’s government helps clients navigate Queen’s Park and achieve their goals.

At Counsel, Felix brings clear navigation of relationships at Queen’s Park, a keen ability to identify and resolve contentious issues, and disciplined execution. Clients rely on his understanding of how decisions are made, who to engage, and when to act.

Prior to joining Counsel, Felix worked in a senior issues management and legislative affairs role for the Ministry of Finance, aligning a central agency’s priorities with government and caucus agendas on fast‑moving, high‑profile files. Before that, he worked in the Government House Leader’s office, focusing on legislative affairs, overseeing legislative committees, assisting ministries with major legislation, and coordinating with caucus members throughout the legislative process.

Felix began his career in a Member of Provincial Parliament’s office, managing a parliamentary assistant’s constituent concerns, legislative commitments, and stakeholder engagements.

Felix holds a Bachelor of Arts in History and Philosophy from the University of Toronto.
