Kelsey Hrappstead Joins Counsel as Senior Account Director

Counsel Public Affairs welcomes Kelsey Hrappstead as a Senior Account Director with our Ontario Practice.

 

Kelsey brings extensive experience in government relations, policy development, and strategic communications, supporting clients through complex political and stakeholder environments. Her work is grounded in a strong understanding of legislative processes and government decision-making, helping clients advance priorities with clarity and confidence.

 

She joins Counsel following senior roles at Queen’s Park, where she worked across several key Ontario ministries, including Francophone Affairs, Northern Development, Indigenous Affairs, and Tourism, Culture, and Gaming. In these roles, she supported high‑profile policy files and complex stakeholder environments, gaining deep experience navigating government decision‑making in fast‑paced, high‑pressure contexts.

 

Originally from rural Manitoba, Kelsey began her career in the Manitoba Legislative Assembly Internship Program, where she developed a strong foundation in legislative procedure and political operations. She went on to work with the Manitoba PC Caucus, supporting policy development, issues management, communications, and media relations, and contributing to the successful introduction of more than a dozen bills in a single legislative session.

Fully bilingual in English and French, Kelsey brings cross‑provincial experience, strong strategic judgment, and a collaborative mindset to her work with clients.

 

Kelsey holds an Advanced Bachelor of Arts in Political Science, with a minor in Icelandic Language & Literature, from the University of Manitoba.
