Kelsey Hrappstead is a Senior Account Director at Counsel Public Affairs, based in Toronto.
Kelsey brings extensive experience in government relations, policy development, and strategic communications to her role. Originally from rural Manitoba, she began her career in the Manitoba Legislative Assembly Internship Program, where she developed a strong foundation in legislative process and political operations. Kelsey went on to support policy, issues management, communications, and media relations for the Manitoba PC Caucus, where she helped introduce over a dozen bills in a single session.
In 2021, Kelsey joined Ontario’s political landscape, taking on senior roles at Queen’s Park across key ministries including Francophone Affairs, Northern Development, Indigenous Affairs, and Tourism, Culture, and Gaming. Her work spanned high‑profile policy files and complex stakeholder environments, giving her a deep understanding of government decision-making across sectors.
Fully bilingual in English and French, Kelsey brings cross‑provincial experience, strong strategic insight, and a collaborative approach to helping clients navigate public policy and government engagement.
Kelsey holds an Advanced Bachelor of Arts in Political Science with a minor in Icelandic from the University of Manitoba.
