Raymond Chan is a Senior Account Director at Counsel Public Affairs, based in Toronto.

He brings over 15 years of experience working in government, advocacy, and regulatory affairs, offering valuable insight and support to Counsel’s clients.

Raymond has held senior roles at both the federal level and with the City of Toronto, where he worked across party lines to navigate complex political and bureaucratic environments. He has successfully advocated for change at all levels of government, including across numerous Ontario municipalities.

As a corporate spokesperson for a transportation advocacy group, Raymond led the charge for promoting road safety campaigns, advocated for public infrastructure improvements, and played a leading role in advancing towing and storage reforms across the province. Raymond has also worked in and contributed to regulatory oversight of the retirement homes sector and to electrical safety in Ontario.

Beyond his professional work, Raymond is a dedicated community advocate and youth mentor. He volunteers his time serving on a municipal library board and supporting a local hospice. Raymond holds a bachelor’s degree from the University of Toronto and a postgraduate diploma in Corporate Communications from Humber College.
