Raymond Chan is a Senior Account Director at Counsel Public Affairs, based in the Greater Toronto Area.
With more than 15 years of experience in government, advocacy, and regulatory affairs, he provides strategic insight and trusted support to Counsel’s clients at both the municipal and provincial levels.
Raymond has held senior roles with the City of Toronto and the federal government, where he worked across party lines to navigate complex political and bureaucratic environments. He has successfully advanced policy changes at all levels of government, including in numerous municipalities across Ontario.
As a former corporate spokesperson for a national transportation advocacy group, Raymond appeared regularly on television, radio, and in print media. He championed road safety initiatives, advocated for infrastructure improvements, and played a key role in advancing towing and storage reforms across Ontario. He has also contributed to strengthening regulatory oversight and public education in the province’s retirement homes and electrical safety sectors.
Beyond his professional work, Raymond is a dedicated community advocate and youth mentor. He serves on the Board of Directors of a municipal library corporation, where he previously held the position of Vice Chair. He is currently the Board Secretary for Evergreen Hospice, which provides supportive services and education for people impacted by life-threatening illnesses or grief in York Region.
Raymond holds a bachelor’s degree from the University of Toronto and a postgraduate diploma in Corporate Communications from Humber College.
