Dylan Moore Joins Counsel as Associate Vice President

Dylan Moore Joins Counsel’s Growing Ontario Team.

Counsel is excited to welcome Dylan Moore as a Toronto-based Associate Vice President to its fast-growing Ontario team.

Dylan – a day one veteran of the Ontario Government under Premier Doug Ford – brings over eight years of experience driving strategic communications, policy development and regulatory reform across Ontario’s energy, northern development, mining, natural resources, forestry and housing sectors. His leadership was instrumental in advancing major initiatives, including Ontario’s Critical Minerals Strategy, the Building More Mines Act and advancing the Ring of Fire.

Most recently, Dylan served as Chief of Staff to the Associate Minister of Municipal Affairs and Housing, where he worked to improve housing outcomes across the province, and Chief of Staff for the Associate Minister of Mines, where he worked to address regulatory challenges and issues for the sector in Ontario’s capital markets space.

“Dylan’s leadership in advancing Ontario’s Critical Minerals Strategy, as well as his reputation as a go-to problem solver for issues affecting key sectors including housing, forestry and energy, demonstrates his ability to deliver results on complex, high-impact files,” said Tim Hudak, Partner. “His deep understanding of government processes and priorities will provide our clients with exceptional strategic insight.”

Dylan has served as a senior advisor to four cabinet ministers, built and led high-performing teams and delivered impactful policy outcomes in complex sectors. His work has also included Indigenous relations, crisis management and planning international trade missions. He has extensive campaign experience, including managing a campaign for the Ontario PC Party in the riding of Timmins in 2025.

Outside of work, Dylan has a strong commitment to mentoring students and graduates from the Seneca Government Relations program.

Dylan holds an Honours BA in Political Science and Legal Studies from Wilfrid Laurier University and a Post-Graduate Certificate in Government Relations from Seneca College.
