Counsel is proud to welcome Frank Denton as Senior Advisor on its Ontario Team
Frank brings extensive experience from decades of service as an Assistant Deputy Minister with the Ontario government, where he led the design and implementation of regulatory programs across high profile ministries. Frank has overseen reforms and the creation of a wide range of regulatory systems in government including labour, consumer protection, economic development, beverage alcohol, gaming, public safety, and corporate and commercial law. His deep expertise in governance and best practices for government agencies and administrative authorities makes him a trusted advisor on some of the most pressing issues in Ontario today.
Frank’s trusted, senior leadership led to his selection as the founding CEO of the Resource Productivity and Recovery Authority (RPRA) in 2017. He successfully led the new regulatory authority from start-up to a fully mature regulator of Ontario’s laws governing the recovery of resources from waste.
“Frank brings unmatched expertise in regulatory design and public-private partnerships,” said Tim Hudak, Partner. “As an Assistant Deputy Minister in key Ontario ministries, he led transformative reforms across government and built the province’s resource recovery regulator. His particular strength in working with regulatory agencies will help our clients anticipate shifts, engage, and achieve meaningful results.”
Frank also contributes his expertise as a board member and has led several public-private commercial transactions and service delivery models, including agencies and other arms-length bodies. Earlier in his career, he practiced commercial law with Osler, Hoskin & Harcourt and continues to be active in supporting public policy and governance.
